    Puts me in mind of the fictional "economic zone" in the movie "Moon Child" ... although it's one of my favorite films, the way things run in that film is actually a bit scary ...

    "some of my citizens will move there to try it".... i think that's naive.  I think every Cuban would move there if given the choice.

    That's interesting. I think HK is a great model in that it is #1 on the Human Development Index of all places in Asia (I think). Still, the idea of charter cities could be very controversial when it comes to autonomy... I also wonder how diff this would be from the very international cities that already exist in so many areas...
