A : Yes, iTunes credits are limited to regions, and apparently iTunes accounts determine the regions. My iTunes accounts is a registered account under the US Itunes store, therefore all credits are valid for purchases in the US Itunes store.

A : The main difference as far as I know is basically all the best games and apps are first released in the US store. It's best for you to change the address to US.
