    Yes, overall it is.  Back at the peak during the "golden age" (mid 80's - early 90's) about 200-300 films were made per year.  Now, they're making about 20-30 per year.

    There's more reasons than simply actors/directors working in other markets: the poor economy in HK, rampant piracy, local audiences getting tired of the local product, etc.
